3 bolts works best.

Standard bolts are great, even though the third bolt isn't vital its a big help if your bolts go loose. some people also weld their headtubes to their pros but bolting is sufficient for most anyone.

yeah i have a bolt with a sleeve on it.
it fts perfect.
it doesnt rock at all.

yes they fit, i use cane creek bearings in my stock cup

also, i use grade 8.8 bolts on some of mine. never bends, never breaks pretty much

if your going for a headset go for unsealed
beacause the scooter is not heavy enough to move the headset fast.

well it's really personal preference, but headsets don't break as often on scooters I think, so unsealed usually works.
