We have Tilt Integrated Headset. Do you have another recommendation?

I run a Tilt Headset as well and they're one of the top quality headsets, so rest assured that that headset should work properly. What might be a problem is that the compression bolt might keep loosening as the scooter moves around, an easy solution is if you go to any hardware store you can buy a bottle of Threadlock. Cover any bolt that you think keeps coming loose with a layer of that stuff and it'll all be goodie.

Try to give a small spacer between the headset and the top cap. Had the same problem.
