Welding doesn't weaken most steels. While it can be true for aluminium, welding steel in general doesn't do much to it. If anything, it strengthens it if the steel isn't heat treated.

Brazing isn't bad, but there's a reason bars are welded.

You should reread the text a little more carefully. There is no mention of welding weakening steel at all. Many bars are mig welded as it is the quickest and cheapest way of joining steel, not because its "the best"
