French ID Forks Problem

So I got some new french ID forks and they are light and strong but....
there seems to be a problem.

Whenever I tighten the fork, I can't tighten it too much or else it doesn't allow the wheel to spin, lucky 110mm to be exact. And whenever I don't tighten it all the way, the wheel wobbles and is annoying.

Is there anyway I can fix it? I have washers and everything.

wheel rubbing against fork?
do you use bearing spacers?

The wheel is rubbing up against my fork, do I use small washers to fit in between the two sides of the wheel? Is that how this damn thing will work?

Thicker washers. I have a french ID fork as well.

you need the washer to go between the wheel and the fork wall.
