FSA Sealed CrownRace problem?

uhm... i put my scooter together, and the crownrace rubs against the bottom cup so my bars down turn...

anyone know how to fix this...

take a pipe with a diameter a lil bigger than the fork and the crown race and hit it againsted summ till its straight?
