carbon fibre is a waste of time. everyone allways goes straight to carbon when they want something strong, but it is only strong when used in the right way. carbon is useless at taking bumps and scrapes. it is primarilly used when you need something stiff and a brake shouldnt be too stiff (plus it would be brittle and snap when you stood on it if it was stiff). you could make it bendier by adjusting the lay up but that defeats the point of using carbon. also you may just melt or burn the resin with the wheel friction.
if you really want to make a composite brake your best bet would be aramid (kevlar), but i still dont think it would work particularly well
