Have scooters been around longer than skateboards?

My mom is from Cuba and back when she was a little they had planks with wheels and bars, and this was back in like 1965, pic from google.
Also a scooter is a more practical invention, rather than just having a part for your feet, you also get a handle to maneuver yourself. If you have any Cuban friends or older people from other parts of the world ask them about there childhood they probably remember ancient scooters as-well!!!!

There are plenty of old scooters from as far back as the 1800s probably, its a lot easier to make than a bike I'd teckon.
