Headset help

This is my first time getting a threadless setup and I have a problem:

So i bought this headset to go along with my phoenix scs,crows, and phorx:

i put everything on, assembled the scooter, and its not dialed. Im 98% posditive the headset is loose and i want to know how to fix the problem, btw, the top part of the headset with the allen bolt in it isnt on, it cant possibly go on i dont need that on right? I mean like your supposed to leave it off right?(The top part with the allen bolt in it ) Help on getting it dialed, when i move my bars up and down i can see that the headset moves a little bit, please help me get it dialed thanks.

You can use that top cap inside your SCS. But you are right, you can leave it off. Loosen your SCS and tighten the bolt inside the SCS until it is snug. Throw some blue lock tite on the bolt first, by the way. Afterward, throw your bars in and tighten the 4 bolts. Keep trying until the headset is right. The perfect amount of tension is different for every headset, and if you go too tight, the forks won't spin well. Just be patient and play with it some.
