headset or headtube?

i got on my scooter today, and my barrs were moving, so i tightend my knuckles and my starnut,(didnt work) it was still moving. later i realized my top headset cup had play throughout, (it was able to move around eventhough it was compressed). i was wondering if it Was my headtube or my headset cup. ps... its a pro model headtube,

this happened to me its the head tube take it off an put some masking tape on the stem thing (the thig that u put the head tube on i didnt Knnow what to call it)
