Headset Problem

Ive got two scooters, and i have a problem with both. On the first one, i have a stock headset, but the locknut is stuck onto the headset piece(idk what to call it). and it wont loosen or come off no matter how hard i try. and my other scooter has a sealed headset, but the forks have a scratch that goes past the thread, leaving a long line without threading. and since its like this, i cant take the headset off.

any ideas?

hammer it out, or hit the top off the for kon the ground

madd gear sig forks, i might take it to a bike shop or somthing, they might be able to do somthing about it.
