Headset/scs problem

So I just switched to threadless. My headset is a cane creek s1. I think the bearing race on top and bottom are breaking. I got it fixed for the time being, and it's not doing too good. It's loud and slow. Also, it gets loose easily. I can fix that, but is it the scs or the headset? Does it need to be broken in? Do I need a new headset or just new bearings? How do I fix this problem? I know it's a lot, thanks.

Break it in. Make sure bearings are put in the right way (seriously i did this wrong and it SUCKED) uhh.. buy blue locktite and put it on the threads of your compression bolt. keeps your compression tight

Would that keep the compression tight for good (or for a long time) and solve all my problems? And if the bearing cage breaks, could I just go to a bike shop and ask for a new sealed bearing cage or cane creek s1 bearing cage?
