there might not be ball bearings in the headset or they could be turned the wrong way

or you might be cool like me and your headset is gay and ate all the little ball bearings...the thing that holds them looks like something tried to eat it, its bent like crazy... but it still spins fine

yeah, youre bearing cage is prolly bent to shit or missing bearings....take it apart and replace the bearings

Fork stem might be slightly bent and you just can't see it... take the forks off and roll the stem on a flat surface and if it wobble then they are shot.

if it only spins when its not on the ground (putting pressure on the bottom bearing instead of the top) then theres deff something wrong with your bottom bearing. you might have put it in upside down or the bearing cage is messed up.
