Hic shim/top cap stuck in bar

So yesterday i bought a pair of rad bars for 20$ the only problem with them is that a shim and a top cap is stuck in them. Is there any way of removing it? I really need help cause the top cap in the bar make a lot of noise.

What kind of topcap are we talking about here? Is it a shim and topcap separately or is it a one-piece version of the two combined? Also, i'm kind of suprised theres a topcap stuck in the bars since topcaps usually are attached to the fork along with the adapter by using a compressionbolt – where's the compressionbolt?

happend to me what you have to do is get a flat head and a hammer and you put the flat head into the slit while holding ur scoot down hammer the slit with the flat head and the bars should come off easily worked for me
