HIC REQUIRES AN OVERSIZED CLAMP/or stretched regular clamps. (I think Mitch has oversized/hic bars...). Using the shim would be impossible with OVERSIZED bars...
Mitch, you need a starnut in the forks to screw the bolt into, don't you people research things you buy BEFORE you buy them?
Back to topic:
Why use HIC on forks that don't need it? You can order ANY 1-1/4th bars, save some money and just rock the threaded top nut. Simpler AND cost effective.
If you see "compression" it almost always deals with Threadless. If you're rocking threaded, then steer away from compression, as you do not need it.
