how do i stop my headset from wobbling

i have a threaded stock MGP team editon with stock MGP team edition bars and clamp, and i just got a neco unsealed headset threadless, and it is not tight, even when i tighten it all the way it still wobbles, any help please ?

so when you tighten it it is still loose.

you are most likely missing a significant part of you headset such as the pinch ring

It kinda looks like a circle with a small portion of it missing. I thought it wasn't necessary at first, but let me tell you, it is.
