How do you make headtube cutouts?

I have a hacksaw and sandpaper. Can i use those to make a cool cutout in my headtube?

I did mine with a flat drill bit, A dremel grinder, and sandpaper.

The way we do it is in a milling machine
it can be done with a drill and then air grinder to shape the hole you like
not done properly you can also make a big mess of it
AS you can see in the photo these have all been done by us in the mill
take you time and any shape cut out is possible
