How does a rad compression systeem work?

i dont care if this is already a thread please just tell me.

theres a piece that goes on your fork holding your headset down. a bolt holds that down. then, you need OVERSIZED 1 3/8" bars to fit over the piece that is on your fork and you clamp it all together. the end.
