How tight to tighten hic?

I got lucky hic and I was wondering how tight I need to tighten it? How many times should the fork spin without the bars on and with the bars on? I tighten it up just not real tight or not real loose just a regular tighten and I rode for like 20 min and it loosened up.

like tight enough so that it starts being more resistance and starts slowing up (probably like you did with no wobble) but do a little more than that, like a half allen key turn or something. also grease or loctite can help keep the bolt in place

Ok so how many times should the bars spin if I like hang it over the edge a quarter pipe or something or just about how many time should my bars spin in general?

My bars spin like 3 times when I spin it regular so is that good?
