ICS Long Bolt

So somebody traded with me and I got a scooter with District Threadless Forks and a Threadless Headset. The long bolt was all the way to the top of the bars and the nut screwed on with a washer, which is what tightened the forks. I think this is ICS, but I'd like to know if there's any way to install the threadless forks and headset without drilling a hole.

yes this is ICS
you need to put the starnut into your bars but only slightly above how high your forktube goes, then you need to insert the ICS bolt through the bottom of the fork with the washer on it and then tighten that until your headset is tightened, THEN you need to tighten the clamp on your bars so that it stays in place.
