Integrated headset problem

so i toon apart my scooter and the top bearing wont fit in the integrated cup like it goes in but it doesnt sit flush with the headtube at the top it goes over a bit. everything worked fine before and now if i put the top cap on and put on te scs and tighten it all the way the scs moves up and down.
i've tried to put the other bearing in but it does the same thing..
should i buy a new headset or buy a headset spacer? it was all working perfectly fine before.so yea if anyone could help me that would be sick

Seems like you need a headset spacer, but if it worked fine before i dunno.

called my friend and asked him and he told me to flip the compression cap upside down so it goes higher an it worked

The top bearing is not suppose to sit flush

Clean it, if there is dirt on it is will not go in smoothly.
