inward zero offset fork trouble

my fork, when it is tight, doesn't let the wheel spin but if i loosen and the wheel does spin i have to tighten it so it doesnt rub up against the fork.
does anyone else have this problem or does anyone know how to fix it
 
you guys all suck balls, what you need to do is keep your fork, get a FILE, and file down the spacers that are welded inside the fork legs. File them thinner a bit on both sides till the wheel fits comfortably. Happens to a lot of people, not hard to fix, no worrying matter.

EDIT: wait I'm sorry, is it rubbing against the legs? Thats a whole different story.
