is it true that phase 2 wheels are the fastest wheel?

title, if not which wheel? it is just because ages ago on IS it said that they were and i want to know if it was true as i havent ridden the phase 2's

they're nothing special.
fastest wheels are BRAND NEW eagles, vertx wheels or sliders.

eagles are really fast but arent worth the money cuz they chunk so bad, sliders all the way, but i wouldnt mind having julios or the new micro wheels

that makes no sense.
eagles are the fastest things ever out of the package but they suck after a while whether you chunk them or not.

razor phase 2 wheels are not the fastest but one of the softest and smoothest wheels i have ever ridden
