Yeah, try tightening more. Maybe have someone help you to make sure the bolts are tight enough. That should be the problem. My deck started doing that for the last 2 weeks before the stem broke off. but i dont think that is the case for you. its probably just loose.

yeah tighten away.
i make sure to tighten my bolts whenever there are tools and my scooter when i had it always stayed solid.
