making homemade bars

Woulld i use cromoly, and what are the sizes on the downtube and steeringtube? these are for standars size, but also what is the size for oversized bars downtube's?

use cromoly and the downtube is 1-1/4" outside diameter not sure about steering tube, oversize downtube is 1-3/8" outside diameter

Oversized is 1.375 OD with .058 wall
