Yeah i'd say either get a compression kit and run 1 bolt. Or, run one bolt on top of the headset and use locktight (or something similar) on it!

Make sure its realy greased up if your running the bolt realy tight aswell.

this happened to me. but im pretty sure my headset is loose. the top cup looks like it is wiggling

that really gay cover and the bottem nut is your problem that little ring lookin thingie helps to keep the headset close to the berings, everyone thinks that you dont need that ring thingie but the truth is you really do... unless you want it to wable
