The reason nothing would work without government is because every single man on earth is biased towards himself. You would kill someone if you were allowed to and they had something you wanted and so would any other person. Without laws this would happen ALL THE TIME. And life would suck. The nature of humans is evil.

1. People are naturally greedy/evil/violent/biased/etc.

2. This is impossible because everyone would still remember everything before they attempted to rebuild "government."

3. There is no way to completely erase every person on the planet's memory.

4. This is probably as good as it's gonna get.
