ya there is two on the inside but when i tighten the front axle as tight as it can go it wiggles alot like it don't get tight to the fork so they give you extra washers if you have that problem. but when i put the washers on it tightens my axle to the point where my wheel don't move anymore.

get a shorter front axle.

or use smaller washers.
This.
Or get more smaller washers (or more bearing spacers)
and put them on the outside of the fork
and tighten it like that
(like making a really tiny peg.)
Also, did you put the washers inside of the fork, or on the outside?

i put the washer on the small screw in part of the front axle just like it says to do. i tried smaller washers same thing and where would i get a shorter front axle from? It runs fine until i start tricking and landing hard on it like if i whip or barspin like 2times i start to hear a squeaking noise and my wheel locks up.

My bearings stuck out of my eagle too far, so I filed down the spacer.
Anyhow don't tape the bearings, they're fine.
I don't know why you'd run a spacer on the inside, my Inwards were fine and I assumed the spacer was for the outside, and that's how I used it.

i said lock my problem is fixed inward said it was my fork so your the retard you dont even know me kid so dont talk shit.

I HAD the same problem when i put on a new go 2 wheels
the problem for me was either the bearings or the bearing spacer because it worked fine after i switched them both out

hope it helps^^
