its not that its just that the bolts are new they have to be broke in all u have to do is either put the old scs bolts in or just take the baby scs off and tighten the bolts then lossen them then tighten and loosen them one more time so there broken in and then put it back on ur scoot and it should be tight the headset and bars wont move at all but once u ride like tricks riding something will get loose i dont know what it is because the headset is still tight and so are the bars they dont move and its not the cap inside the headset but it actually gets unloose when u just loosen the bottom bolt the little shaking noise goes away then u just tighten it back up and it goes away untill u start to ride hard again but when ur just riding flat doing like a tailwhip here and there just easyy riding its fine but yea it should be perfectly tight when riding hard or easy.

Hope I Helped.

If you didnt cut your forks enough, theres no way for the baby scs to compress against your headset. So that could be the problem as well. If you don't want to cut it more, you can get a spacer and put that on your fork in between the SCS and the headset and that should work.
