do i need a shim to put on my Inward VICtory bars when putting it in my SCS?

No, I'm pretty sure you do not need a shim. They are over-sized so they should fit right into SCS with no problems.

No shim and cut the slit off.

if you run SCS make sure there are no slits, or you bars will slide out of the clamp

yeah you dont want slits for running scs.

also make sure its a regular not a baby. baby SCS's dont fit 1 3/8"
