razor pro headtubes headset problem

ive got a jd bug (same as razor pro) headtube and a cane creek tank jump 1 headset with the extended headtube press fit (the bit that goes into the headtube) and it cannot go fully in because of this lip inside the headtube. can i leave the small gap there or will it make the beargins uneven?

ok. i have a headset and u know the part of the headset cup which goes into the headtube, the bit u hammer in and is inside the headtube. well that bit is long and there is a lip inside the razor/jd bug headtube which wont fit the whole of that part of the headset which means that some of it is sticking out and i want help for ideas to fix it. the most obvious solution is to use a file but that may damage the headtube.
