Depending on the circumstances, yes. In his case, probably not but does someone who gave orders to kill hundreds of thousands of people just to test his nerve gas and to rid his country of the Kurds really deserve "humane" treatment? I would say getting rid of one evil person to better the world is a pretty humane thing to do.
