Scooter Malfunctionals/Trouble Shooting?

Lately, I have had a bad case of head shake in my headset. I've Tried Tightening It Like A Bitch, Which just creates stiffness in headset.
Any Ideas?

Locktite the fork just a lil where the locknut goes

this happened to me like a month ago, it turns out the bottom bearings kept breaking, get a sealed headset if u dont hav one already
