ok i have ultra pro bars with a stock slit and i have a proto half knuckle should i make the slit higher or no

If it had the triple clamp on it before, then the slit will be good enough. If it had the double clamp on it, just check when it gets there, since it's easy enough to adjust.

it had the double clamp and i have been riding the half knuckle for about 4 months so i was just wondering if i need to make the slit bigger

Depends, does it clamp onto the fork? If it does, then you're fine.

If it's not clamping enough, go for it
