well, the easiest way is to leave the bars on and take the headtube with the fork and bars on and reinforce it. your frien is completely wrong lol. it might be easier to hold the headtube if you do it that way but more work in general.

EDIT: I just realised he hasnt got bars on but theres no reason except being able to move the scooter round better.
