no it wont, because an aluminium steerertube is thicker than a normal steerertube, so you can use an 1 1/8" starnut with an 1 1/4" headset and OD of steerertube. This starnut is just a normal 1 1/8" starnut.

no. obviously, no matter what the ID needs to be the same nomatter what bars you make. unless they go up and curve to a smaller size.
