In running ics on my scooter right now and I'm constantly tightening it and its extremely annoying to switch to scs do I just by an scs compression and take the starnut and bolt out of my bars and fork? Also, what scs would you recommend tilt or proto?

Yes. Make sure your forks have a starnut in them. Put the scs over forks, tighten the bolt then put bars and tighten all the bolts. Easy

Does it matter if my bars have slits? Cuz they do. And the starnut us in my bars and the rod bolt thing goes throught the bottom of my forks so I keep all of that the same?

No You need to cut the slit off of your bars. Also no take the bolt out and the starnut in your bars, or you caan just leave the starnut in. But make sure theres a starnut i your forks, and you have to either cut the slit or put a piece of forktube/bar in the slit
