Get HIC. SCS is higher maintenance, but it is stronger as there are no slits. HIC is really easy to install, too. Takes like 2 mins. Also, make sure you have oversized bars for HIC along with an oversized clamp. Starting off though, you might just be good with ICS because its really cheap and you can keep pretty much your whole setup, no new bars or clamp.
Also for this thread, threaded forks are a hell of a lot weaker. You have a lot more leverage to snap it, and on top of that the locknut adds a lot of stress on the threads, making it more prone to breaking. Threaded is also harder to dial (unless you're Rob hahah), and can have a lot more problems.
