If I were to mod it to run 1"'s, what would the best way to do that be? Any suggestions?
Some one correct me if I'm wrong, but I don't believe a TSI needs modification to run pegs. 3/4" and 1" should both work.

the will because the frame rails are 1 inch square and the axle holes are centered, so they will be flush with the bottom.

You think $21.90 is expensive? Other pegs, without hardware, are $19.90. Compare Tilt pegs to other pegs on the market, and you will likely be willing to pay two dollars more.
What do you think the price should be?
That's incorrect, the pegs and included hardware work with TSI decks. Jonah Reenders is running Tilt pegs on his TSI, and he's beyond satisfied with the performance.
