Unsealed Heaset Rotation Problem

i got a unsealed headset. and when i tighten it down to the perfect amount (not too tight but no play, the headset spins normally for about 190degrees. then it gets suuuuuper tight for like 60 degrees, then the rest of the way its smooth.
the cups are definitely in there snug sop i dont know what the problem is.. please help

Probably bent fork, thats exactly what happened to me

what deck do you have? cuz my old ultra pro had an uneven headtube, so the headset cups didnt sit parallel to each other when pressed all the way in.

Try it without the top cap on. That's what I did when that happened to me.

lolol its an ultra pro.. i think that might be the problem cuz ive tried putting in all sorts of different cups and it still fucks up
