no its not, a quad clamp is 4 clamps, scs is compression which is not a quad clamp. Blunt and some other company's make quad clamps so your explaining wrong.

but if he doesnt have a slit thats as tall as the two double clamps its not going to act as a quad clamp now is it

Well if the second clamp isn't doing anything it wont make a difference if I take it off or not.

Having a second double clamp on creates a pressure point on the bars higher than the forktube, which means it has a much higher chance of breaking. The only reason 2 clamps might be needed is if you had a really long ass fork.

The slit in my bars goes about half way into the second clamp so I thought it would of helped a little bit.

Edit: My forktube goes up higher than the two double clamps.
