powdercoating involves a big oven. you need to take it to an autobody shop or an actual powdercoating shop.

make sure when you spray you do
2 white base coat
3 coats of color
sand lightly with sandpaper, over 500 grit is good, the higher the better.
clearcoat
sand
clearcoat
clearcoat.
thats how i did my bike, couldnt even tell it was spray paint

if black bars then you need to strip them down then do it. if black spraypaint then yes.

im getting forks spraypainted black .

then yea sand them down. and do what it says. thats only if you want them to look amazing. and dont hold the can too close, it will come out bad.

if you dont want to do it the best way(tonys) then a good coat of primer, 2 coats of spray and a good coat of clear will work. it wont be as scratch resistant but it will look good if you do it right.

depends, if its a super dark grey i might put an extra coat of color, but if its lighter i would worry about it.

spray multiple layers of the same colour, 4 or more layers should give it a powdercoat looking finish.
