check if the bearing spacer is the right size, you might have put one that is supposed to go in between the side of the deck and the wheel in there. Or check that the bearing spacer is straight and nothing is in the bearing slot getting in the way. Pictures would help.

Any ceramic bearings are the smoothest out. But they are usually expensive as hell. Like $200 for a pack of 8 bones ceramics. edit: thats australian dollars btw
