Have it so that the owner has the right to refuse entrance to anyone who has bad park etiquette. Also, have the owner post signs like the ones at ski slopes explaining park etiquette. I guess the first part would only work if theres always an employee there though.

SBW is my all time favorite park, also, the redmond park is kinda fun, but really small. link Rain city RULED. It was like, the only skate park that I could get to without being driven, or taking a long ass buss ride.
