you basically glue a bandana on the bars. its pretty easy. but they dont really last that long.

its really not that hard...you take the bandana. roll it up into a long strip. wrap it around your bars where the crossbar and steertube meet. wrap it vertically, diagonally, however. do it in different directions. then when there is a little left, tie it off in a double-knot. copy and pasted...
