2 inward pegs in the front

ok i was just thinking and idk how im gunna do this when i get my other peg.
The axle has an allen wrench hole on one side and a insert locknut on the other. how am i supposed to tighten the locknut when its inside another peg?
i dont see how im supposed to hold it down. any ideas guys?

try using a bolt pretty much like a bike axle... so they can tighten on both sides
