Dude its really not complicated, just think about it. If you have standard sized bars, and your tapering them for hic, take a piece of like, idk, 6 inch long HIC tubing. Make sure 3 inches is on the bottom of the bars, and 3 inches is hanging off. Weld it. BOOM.
Oh, and if the bars are 20 high before tapering, and you want them at 20 high, cut off the amount of tubing that will hang off. So if the tubing hangs off 3 inches, cut off 3 inches. If it hangs off 4, cut off 4 etc.
