My brake used to do that when I did manuals but I just kept riding it and its stopped! And I switched from Old A wheels to PROTOs if that means anything.

Try to sand the part that's touching the wheel...
It happened to my old brake, it was a tiny bit rusty...landing from 5 stairs into a fakie was enough for it to slightley touch the wheel and make me fly on my back...
Sanding and getting it smooth solved the problem...

Use the Fender as a guide to drill the holes in the deck. Then just bolt it on. Real Simple Like.

thats not really an issue with scooters. when i lived in florida, my brake never locked up like that.
