so my friend wants to make his bars higher is there a way to make em higher without welding but still being strong and be able to still fit in scs?

How much higher does he want them? There are a few ways, headset spacers included, or you could add a half inch by setting a piece of handlebar 1/2 inch tall inside the scs, then a 2 inch long forktube of some kind, then sliding the other handlebar into the scs. I could see adding an inch to bar height using both these methods.
