Baby SCS problem

So i got a baby SCS and the bolts to tighten the bars and fork are stripped/rusted it.
I bent an allen key trying to unscrew those bastards.
I've gotten some suggestions on cutting the bolts through the middle, but that leaves the one side with a chopped off bolt in it, practically no way to remove it.
another option is to drill out the bolts with a drill press, but it could mess up the threads.
Anyone have any other ideas?

drill out the heads of the bolts and then use a pair of needle nose pliers in the slit to unscrew the bolts.

or cut a slit in the ends of the bolts if they stick out enough on the other side and use a small flathead screwdriver to unscrew them
