bar trouble

ok so i have this problem with my bars, they wobble alot even when completley tightened all the way i even put a shim in there and cranked as hard as possible they still move on my forks, im puzzled when i first had them my friend made them from 4130 chromo and neverhad a problem ive been riding them for 2 months now and now all of a sudden they do not hold to the fork if anyone can give me a hand here i would love it the bars are 21 wide 22 high

i did the headset is really tight its the bars when i pull back to go and do something they bend back

hit the fork on the ground with everything loose so it goes in more. thats what i do

i fixed it, i put actual bolts through the clamp and tightended super hard they dont move at all i think the metal was stretching or sumtin wasnt right but thanks guys
